HEC Rwanda Announces Student Loan Applications for University of Rwanda 2025–2026 Academic Year
The Higher Education Council (HEC) of Rwanda has officially released a public notice inviting students who completed Advanced Level (A’Level) in 2025 to apply for student loans to study at the University of Rwanda (UR) for the 2025–2026 academic year.
This announcement is crucial for students who recently received their admission letters from the University of Rwanda and wish to receive financial support through government-sponsored student loans.
Application Period for the HEC Loan
According to the HEC notice signed by Dr. Edward Kadozi, Director General of HEC, the loan application period will run from:
October 11, 2025 – October 17, 2025.
After October 17, 2025, no more applications will be accepted, so students are strongly advised to complete their applications before the deadline.
Key Requirements for Applying
HEC has clearly outlined the requirements for all applicants seeking student loans for the 2025–2026 academic year:
✅ Applicants must have completed secondary school (A’Level) in 2025.
✅ They must have already received admission to the University of Rwanda (UR).
✅ Loan applications must be submitted online via the HEC Management Information System (HECMIS):
✅ Applicants must fill in all required information accurately. Incomplete or incorrect applications will not be processed.
✅ Only Rwandan citizens with a valid national ID are eligible to apply.
✅ Students who studied abroad and have received NESA equivalence certificates showing they completed in 2025 are also eligible.

Click on the HECMIS loan application portal: https://hecmis.hec.gov.rw/
Create or log in to your account.
Fill out all required details, including your admission number, ID number, and academic information.
Double-check your information before submitting.
Applicants with equivalence certificates must also enter their equivalence number in the section for the index number.
