UR Undergraduate Admission Requirements for
2026–2027 Academic Year
Students planning to join
universities and other higher learning institutions in Rwanda in September 2026
should take note of the latest undergraduate admission requirements issued by
the Higher Education Council (HEC).
The announcement, published on 17
September 2026, provides guidance for candidates seeking admission to
undergraduate programmes for the 2026–2027 academic year.
General
Undergraduate Admission Requirements in Rwanda
According to the HEC announcement,
applicants must meet the following educational requirements:
1. Students who completed secondary
education in Rwanda
Candidates who studied in Rwanda
must possess an Advanced Certificate of Secondary Education to qualify for
undergraduate admission.
2. Students who completed secondary
education outside Rwanda
Applicants who completed their
secondary education abroad must hold an equivalent qualification recognised for
admission into higher education institutions in Rwanda.
Special
Transition Arrangement for Previous Certificates
HEC has also provided a one-year
transition arrangement for students who obtained their secondary school
certificates by 2024 under the previous Two Principal Passes admission
requirement.
These certificates will remain
acceptable for admission during the 2026–2027 academic year.
However, candidates using this
arrangement should understand that, in subsequent academic years, they will
need confirmation of their examination results from the National Examination
and School Inspection Authority (NESA). The confirmation should indicate their
marks under the current grading system.
What
About University Programme Cut-Off Marks?
Students should understand that
meeting the general undergraduate admission requirements does not automatically
guarantee admission to every programme.
Different undergraduate programmes
may have specific admission criteria and cut-off marks.
The HEC public notice summarised
here does not provide individual programme cut-off marks. Therefore, applicants
should consult the official 2026–2027 admission criteria document or contact
their preferred higher learning institution to obtain accurate information.
Important
Advice for Applicants
Before applying for university
admission in Rwanda, candidates are encouraged to:
- Check the specific admission requirements for their
preferred undergraduate programme.
- Confirm whether their academic qualifications meet the
required standards.
- Contact the relevant university or HEC if they need
clarification.
- Check the official admission criteria and cut-off marks
before making their final programme choices.
Conclusion
The 2026–2027 Rwanda undergraduate
admission requirements provide important guidance for students preparing to
enter higher education institutions.
