HEC Rwanda Introduces a New Digital Equivalence System: What Students and Graduates Need to Know

In today’s fast-moving world, qualifications from different countries circulate more than ever. However, one challenge has consistently hindered the process: equating foreign qualifications.
To solve this, the Higher Education Council (HEC) has officially launched a revamped, fully digital Equivalence System, as announced in the public notice released on 24 December 2025.

This new system represents a significant advancement for Rwanda’s education sector. It focuses on speed, transparency, credibility, and convenience, making it easier for applicants to verify their degrees without long queues, delays, or paperwork headaches.

A Faster, Modern Way to Verify Foreign Qualifications

Before this upgrade, the equivalence application process involved long waiting periods and physical submissions. Now, HEC has introduced an online system that allows applicants to:

Submit equivalence applications entirely online

Track progress in real time

Receive equivalence results in as little as 10 working days, once all documents are correctly submitted and verified

Enjoy better communication between HEC and the institution that awarded the qualification

This shift shows Rwanda’s commitment to digital governance, efficiency, and customer-friendly services.

Focus on Quality, Authenticity, and Trust

The new system also strengthens the verification process by emphasizing key academic standards. HEC now places a strong focus on:

Academic credibility of the awarding institution

Institutional recognition and accreditation

Authenticity and originality of submitted documents

Prevention of fraudulent or unverified certificates

These improvements help ensure that all qualifications recognized in Rwanda match global academic standards. This protects employers, schools, and students while promoting fairness and academic integrity.

Revised Application Fees Starting December 2025

HEC also announced an update to the application fees. Effective 24 December 2025, the new charges are:

RWF 60,000 for Rwandan applicants

USD 120 for international applicants

The fee adjustment supports system maintenance, security improvements, and faster processing.

Additionally, HEC introduced a structured appeal and complaint mechanism that allows applicants to request a review if they believe their case deserves reconsideration. This new feature is important for transparency and customer satisfaction.

Accessible Through IremboGov: More Convenience for Everyone

One of the best updates is that the new Equivalence System is now fully integrated into IremboGov, Rwanda’s national digital services platform.
This means applicants can:

Log in through a familiar interface

Apply using any device, phone, laptop, or tablet

Receive updates quickly and securely

Avoid unnecessary physical visits to HEC offices

If someone applied before 24 December 2025, their application is still valid and continues to be processed. There is no need to reapply, which shows HEC’s consideration for ongoing applicants.
