2026 KOICA Scholarship Program for Rwandans — Apply Now for a Fully Funded Master’s Degree in Korea!

The Higher Education Council (HEC) of Rwanda, in partnership with the Korea International Cooperation Agency (KOICA), is offering fully funded scholarships for the 2026 KOICA Master’s Degree Program.

This life-changing program is part of the Bilateral Cooperation between the Republic of Korea and the Government of Rwanda, designed to build future leaders who will contribute to Rwanda’s socio-economic growth.

What Is the KOICA Scholarship Program?

The KOICA Scholarship Program (SP) aims to train key public sector leaders in partner countries. It supports Rwandan professionals by providing access to high-quality Master’s programs in Korea’s top universities.

For 2026, KOICA is offering five (5) Master’s programs. Before applying, candidates are encouraged to read carefully the Program Information (PI) and the Application Guidelines for each university on the KOICA CIAT website.

Selected scholars will enjoy a fully funded study package that includes:

Tuition fees (100% covered)

Round-trip airfare

Monthly living allowance

Accommodation

Settlement and scholarship completion grants

Who Can Apply?

To qualify for the 2026 KOICA–Government of Rwanda Scholarship, applicants must meet the eligibility criteria of both HEC and KOICA.

 Basic Requirements:

1. Rwandan Citizenship: Applicants must be Rwandan nationals.

2.  Government Nomination: Must be a government employee with at least two (2) years of professional experience in a relevant field, officially nominated by the Government of Rwanda.

3. Age Limit: Preferably under 40 years old by February 1, 2026.

4. Health: Must be in good physical and mental health.

5. Education: Must hold a Bachelor’s degree or its equivalent.

6. Applicants with severe illnesses are not eligible.

7. Those with disabilities but in good health are eligible.

8. English Proficiency: Strong command of both written and spoken English to follow classes and write academic reports.

9. Integrity: Applicants must not have previously withdrawn from a KOICA program or submitted false information.

 Documents Required for Application

Applicants must prepare two sets of documents — one required by HEC and the other by KOICA.

Documents Required by HEC:

1. Application letter addressed to the Director General of HEC, indicating the level and course applied for.

2. Valid passport.

3. Curriculum Vitae (CV).

4. One (1) recent passport-size photo.

5. Original notified certificates and transcripts.

6. Recommendation letter from the employer.

 Documents Required by KOICA:

KOICA Application Form (Part 4 must be signed and stamped by the applicant’s government institution).

Both sets of documents must be submitted online via the HEC MIS system: https://hecmis.hec.gov.rw/

How to Apply

Step 1: Prepare all required documents (HEC + KOICA).

Step 2: Submit them online via HEC MIS  https://hecmis.hec.gov.rw/

Step 3: Wait for pre-selection by HEC.

Step 4: If pre-selected, submit original documents to the KOICA Rwanda Office for final consideration.
